If you are a designated officer under the Police Complaints and Discipline Act 2016 you have reporting obligations.

Designated officers include:

  • Police officers
  • Police cadets
  • Special constables
  • Police Security Officers


If you reasonably suspect another designated officer of corruption, misconduct or maladministration you must report it.

Forming a reasonable suspicion:

A public officer must report to the OPI as soon as practicable after they form a reasonable suspicion as to the matter.

  • Suspicion is a state of mind that requires more than conjecture, but which is less than a knowledge or belief as to existence of relevant events.
  • A suspicion must have factual basis.
  • Whether or not a suspicion is reasonable will depend on the surrounding circumstances.
